If the renewal notice shows a smog or insurance issue, paying the registration fee alone may not finish the renewal. DMV guidance says a renewal may still need smog certification, insurance evidence, or other clearance before the registration is complete.
If You Are Also Changing Ownership
A renewal is not the same as a title transfer. The DMV title page says a California Certificate of Title proves ownership, and changes in ownership or lienholder must be reported to DMV within 10 days. Sellers also have a separate Notice of Transfer and Release of Liability deadline.
For title transfer questions, bring the title, buyer and seller information, signatures that are already required by the title, lienholder release paperwork if there is a loan, and any bill of sale or Statement of Facts paperwork. If the title is missing, DMV may require replacement-title paperwork before the transfer can move forward.
